From what I've gathered, it's not so much the act of sex, but the consequences. For instance, in ancient Greece, citizenship was highly valued but also exclusive. Women needed to be kept away from any/all sexual temptations outside of marriage so as not to give birth to children who didn't actually "qualify" as citizens. Even though that's not a present-day reality, the stigma has been replicated across cultures and generations. Not to mention, people are scared of women having authority...
